Κάνει λάθος ο Κος Πάγκαλος;

Η ίδια όμως άποψη εκτός από σωστή είναι και άχρηστη. Άχρηστη σε συλλογικό, κοινωνικό επίπεδο. Ενδεχόμενα σε προσωπικό επίπεδο να είναι αφορμή για προβληματισμούς και επαναθεωρήσεις αλλά σε κοινωνικό επίπεδο είναι άχρηστη και μόνον άχρηστη. Διότι τι πρέπει να κάνουμε τώρα που πραγματικά διαπιστώσαμε ότι “όλοι τα φάγαμε"; Tι μπορούμε να κάνουμε; Τι προτείνει ο Κος Πάγκαλος ως συνέπεια και συνέχεια της ορθής του διαπίστωσης; Πολιτιστική επανασταση; Συλλογικό αυτομαστίγωμα;

Vacational training

A big myth and fertile ground for wasting several billions of Euros in the last 20 years has been the financing of “entrepreneurs” to set-up vocational training activities and train, train and re-train, whoever and whatever they came across.

The concept was picked up from economically advanced, western societies which, as of the 80s, experienced a major shift in the working skills, required by their economies. As more and more manufacturing jobs were moving to Asia and more and more jobs were created in services, finance, etc. there was a great and real need to retrain the workforce so that it would adapt and upgrade its skills to effectively serve the new development model and needs.

Alas, in Greece there has never been any real new development of this type. We had very insignificant manufacturing moving to Asia and no thriving and emerging sectors of the economy, requiring new skills. Society has been, more or less, living happily on debt and EU funds. The reasoning behind “workforce skill adaptation” was, if not non-existing, completely marginal.

However, huge amounts have been “invested” in this direction. Several well connected and rising "training entrepreneurs", well connected to the governments of these twenty years, fast and swiftly set up a few offices, put a ramp in front of their entrance (to be accessible to disabled...), hired a few unemployed PhDs and a secretary and... off they went, to retrain the Greek society.

Once I asked one of these guys, that was doing really well from training the Greek society. I asked him whether he really believed that all this training really made any sense and whether it would have any impact on economic development in the country.

He laughed at me and said something wise, that really epitomised the utter nonsense behind these pseudo entrepreneurial training ventures: “All our business has just zero impact on employment. The only impact it has is that, in several cases, people getting our training are better positioned to find a job”.

A truly bold and extremely accurate statement.

In fact, what my, already rich friend, confessed, was what in management is called a “zero sum game”. I get a job. You loose it. Net result: a sheer zero for society! And a very expensive game indeed: Profit margins were well above 30%, while a lot had to be paid out for briberies, and other necessary business. There were cases where a million Euros were handed out for the full “re- training” of a company employees, which never, however, really took place. Company and trainer just split the money and set up a couple of training mock ups to cheat the auditor of the Ministry.

Sad to say, the reaction of the official Greek educational institutions to this hysteria was just none. To some extent, strange too. Because all these newcomers with the two three rooms and the ramp, were, in effect, offering competitive services to the educational institutions. They were handed out several billion Euros and it would have only come as natural this to create some reaction from universities of the like “Hey you guys! Its also us here in this training business; who exactly are you and what exactly is going on here?”

This was not the case. Literally no reaction. Academics were mostly happy if allowed so set up their own vocational training centre, in their own academic fiefdoms. They had no fundamental objection to see real and valuable education shadowed by and confused with such crap activities.

Employment and development have few secrets. Its about launching new products, penetrating new markets and fending off competition and imports in your own house.

All this massive training in Greece just made some pseudo entrepreneurs rich, gave some easy money to companies to participate to training mock ups and produced, at the very best, a zero sum game. And kept a lot of unemployed busy and hoping...

Now minister Katseli is ready to launch a new round of money for this large scale and expensive joke. No matter how nice may “training” sound to her ears, all this crap will not curb even the second decimal digit of unemployment in the country. So its far better and democratic to give it off as an unemployment benefit to young unemployed or support for pensioners, instead of putting, the most of it, in pseudo "entrepreneurs" pockets, corrupt company and government officials and for funding of trainee, classroom, vacations.

Who will benefit and who will loose from a return to the drachma?

(+) = positive impact, (-) = negative impact, (+/ -) = mixed impact, (?) = unknown impact

The economic and social elite (+): Has already a good deal of its accounts abroad. This will, at least, shield it from the adverse devaluation impacts, if not outright benefit it, as it will be able to use hard currency to buy drachma devalued internal goods.

The export oriented activity (+): Companies competing abroad will benefit as they will sell in Europe, Asia, etc., and buy (labor, etc.) in devalued drachmas. Export activity, that is now marginal, will increase significantly, which, at the end, is a benefit for all. This, in fact, is the only socially positive impact. Able people, competing globally and not hugging on the state, will have now far more and better chances.

Local business (+/ -): Per case dependent; no obvious reason for any trend to dominate.

Tourism(+): Part of the export oriented economy, will, more than anyone else, share the benefits of all the export economy.

Construction sector (-): Fatally wounded, will remain so for the mid term. Though it embodies a large part of domestically produced value (not affected by the devaluation) there is no reason for it to get any better. At the same time, the increased export activity will create employment opportunities for immigrants, which may make access to cheap labour for the construction sector even worse.

Unemployed(+): Jobs will be created as a result of the increased, outward economic activity. Badly paid, of course; this, for someone getting back on board in society is a minor issue, and will go by unattended. Unemployed will be, generally, much better off.

Immigrants (+/ -): They will benefit, although they will have to migrate from construction to tourism and more industrial and export oriented sectors. Rather small problem. Those who are interested in sending money to their home countries will find it now however inceasingly difficult.

Agriculture(-): Unfortunately it has made zero progress to develop any serious export potential; beyond, for example, massively selling in containers top class olive oil, at ridiculous prices, to Italians and the like. Misery will continue and will sky-rocket when the EU subsidy policies soon end.

Public employees (-): Will suffer the most. Though the price of vegetables, milk, newspapers will not change dramatically, everything brought from abroad will be 50 -200% more expensive. Cars, TVs, computers, trips to Paris, etc. will be sharply reduced.

Private employees (-): Bad news. Same as their public peers. Even if workers of a multinational or export oriented company, the dramatic lowering of effective salaries will affect them also. Wages are set by opportunity cost considerations and not any profit sharing mentality of entrepreneurs.

Education (+/ -): The flux of capable people abroad will be reduced; unfortunately, not because of any local change (education will be the very- very last to change in Greece), but because of the now huge subsistence and tuition expenses abroad.

Innovation (+): Addressing global markets is the best way to keep you awake and explorative. A significant increase of innovative and creative mentalities will, most likely, result.

Politicians (+/ -): Not really concerned about macroeconomic issues, or anything that does not directly touch upon their relationship to their clientèle or excite the mental diseases that haunt few of them; as a result, words of sympathy, wild and cost free protests against our many "enemies" (EU, US, IMF, etc.) will be loudly voiced. Being part of the elite, most of them, they will not miss to benefit economically; however, hardships to walk on the streets may increase, taking a good deal of the benefits and the pride away (increased security costs, need for bodyguards, feeling of threat, etc.)

Banks (?): This is the really big issue for which all predictions are uncertain. Perhaps the main reason for serious concerns, as regards the return to the drachma.

Hear well out if you have a (-) !

It will only happen when everybody fiercely denounces it !!

Το 2000 είχαμε 170 νεκρούς, ανά εκατομμύριο Ελλήνων, στην άσφαλτο- το 2006 είχαμε 150 (πηγή Road accident statistics in , Europe- CARE and national data).

Ας πούμε λοιπόν ότι το 80 των Πορτογάλων είναι το ρίσκο του ατυχήματος, το σύμφυτο με την τεχνολογία, με την ταχύτητα. Το παραπάνω 70 το δικό μας τι είναι;

Άραγε τους άλλους, στα μεγάλα σαλόνια, σε απόμερα προάστεια, με πούρα και ωραίες κυρίες για παρέα, η εικόνα των 25.000 τους επισκέπτεται καμιά φορά;

Aphrodite and Gioconda

The visit to Louvre is a life experience. And among the many cultural treasures exhibited there, the Milos Aphrodite is among the most divine. Due to nationality perhaps we could not, with my wife, hold our tears. But it maybe more than that. I did my statistics and only the Gioconda had more spectators. But again, the people stunned by the Aphrodite remained, breathless, for a longer time. And I noticed few of them coming back again. And then, the Gioconda has had all this recent massive marketing. And Gioconda was conceived by that colossal mind, Leonardo da Vinci. Aphrodite was just of an unknown artist. Some unknown person it was, who just with the light of the Aegean and the scents of its sea and the sounds of its wind crafted this heavenly beauty. Some that will never be known. As if we may not deserve or it may not matter.

If this name will not be known, if we can not bow and worship him next to Praxiteles and Phedias, how much can it matter if Aphrodite is at the Louvre, or in an Athens museum?

Were you right after all Melina? Is there, on earth, anyone, really deserving the privilege to permanently host the Aphrodite?

Do IMF funds differ from debt restructuring?

The Greece occupation army (*) has devastated and discredited in the last thirty years the country and has led it recently to the IMF doors in search of a last survival opportunity.

==

(*) a term invented by Mr. Marinos, top Greek journalist and former member of the EU parliament, comprises the following four tiers:

  • ruling politicians

  • corrupt managers of elite public "companies"

  • high ranking trade unionists

  • private sector companies doing exclusive "business" with any of the above

==

There are, in theory three ways to put the country on track.

====

The first is to structurally reform the archaic institutions and soviet inspired practices (left so because, in this way, they best secure the interests of the occupation army), to attract investments and capitalise on the capable human resources of the country.

For any being in touch with the country this is an utterly impossible prospect!

Two recent experience based examples:

To change the official address of a company in Greece, with no other changes (types of activity, shareholders, capital, etc.) you require to knock on at least 15 doors, waste several thousand of EUROS and wait for at least 12 months. Can there be any remote hope that such an environment may stir investment activity?

Recently the Greek state, seeing money rapidly flowing out of the country, decided to block all transfers abroad. A business transfer of a greek company to a polish subcontractor, of around 2 thousand Euros, was blocked by the bank. It requested that the company first goes to the tax authority to explain what this transfer is really about (!). The people there after finding out on the map where Poland was (!!) had to figure out what the English written contract was about and then what the polish written invoice was about. Herculean tasks! That was apparently too much for them. They requested official translations (this means another 20 days, queues and money) and suggested that most probably the polish company would be taxed (!!!) for some unknown and totally ridiculous reason. It would have been completely impossible to explain this to a foreign company, so the greek company decided to transfer, hand by hand, the money to Poland, like Mafia dealers, and next time to channel the contracts via a subsidiary company abroad. Net result: The state looses taxes, the state employees loose an opportunity to train in geography, the polish company saves its money and the greek company preserves its credibility.

Stories that would have seemed unbelieavable even by soviet leaders. So lets drop the joke: There is just no chance to see any top down, triggered by politicians, real, structural reform in Greece.

=====

The second option is to succeed in collecting taxes. Black economy is, according to published data THE SHADOW ECONOMY AND CORRUPTION, IN GREECE, STAVROS KATSIOS Ionian University - http://www.asecu.gr/Seeje/issue06/katsios.pdf) something like 50 billion Euros. If you put all this on paper you can expect something like 8- 10 billion Euros. A significant amount that would perhaps reduce deficits around 4- 6% yearly. Would that however be enough to completely stop the downfall? Absolutely not. Now, to completely eliminate the black activity is of course beyond the means of the Greece occupation army and partially beyond its will because it, itself, is a big part of it. Just recall ex minister Voulgarakis offshore activities, which resulted to massive tax evasion that he explained in huge smiles on the TV, considering it morally and legally perfect. The guy is going around free, smiling all the time, and may soon appear again to ask for the vote of Greeks.

===

The third option is to reduce expenses, and this is the only one there is some action. Selectively, of course, because there are self interests to maintain. The delegates in the Parliament are 300 when we would be much better and cheaper off with just 200. The Netherlands has 150 delegates and is 50% larger and 1000% more effective than Greece. The ministers are always increasing in numbers, so are their servants here and there in Parliament and beyond.

Unfortunately, there is no fourth option.

====

The point I try to make is that the key strategy in managing the dramatic Greek debt will be that of a dramatic and selective public expense reduction. This strategy is the only one that is currently unfolding (all the rest about Green development are just follies no-one takes seriously) and the only one that will carry on in a more fierce way in the next years.

As the IMF will continue to financially support Greece the selective reduction of the living standards of the population will continue and will increase. People may start changing cars at 15 and not every three years as currently the case. And so on.

Those with no connection to the client state and its ruling rogues will suffer the most. The more you hear from official lips about the poor, the pensions, the social fiber we need to preserve, etc. the more concerned one should be.

Will this dramatic consumption reduction be enough to further reduce the deficits?

Few people think so, given especially the social unrest that will result.

What is however interesting is that maybe reaching this rapid degradation of living standards will motivate people again. A cousin of mine paid for doing nothing (as she herself told me) in some mountainous municipality and now seeing her work position threatened (she is, alas!, not part of the core client state) has started to react in a very creative way. She is considering getting onto some cheese business and making preliminary inquiries in this direction. In the mid term this guarantees a much more interesting life than rotting useless on some municipality chair.

It is sad; to wait for utter disintegration in order to unleash creativity in people. This dormant creativity, in Greek people is huge. Look at the diaspora, look at the maritime business. Look at everything living out of the jurisdiction of the occupation army. This creativity is something one can really hope on.

Conclusion: Getting poor appears pretty inevitable and also a certain way for a bottom up mindset change on Greece, rediscovering and re- establishing creativity in place of massive consumption with lenders money, silently and irresponsibly shifting the huge bill to future generations.

The only question is:

If this is correct, why to we need to waste all this time with the IMF and not restructure every debt we have and enter immediately into the state of an impoverished state and poor citizens in the hope that, as in many occasions in the past, this will trigger the best in Greeks, and will result to their reclaiming and liberating their counry?

===
